New opportunities and challenges in socio-economic development require Ninh Binh to continue improving transport infrastructure, thus, right at the beginning of the 2020-2025 tenure, it has actively implemented a series of key projects in a bid to complete transport infrastructure for inter-regional connectivity, opening up new opportunities to further develop and attracting investment in the short and long terms.

The Resolution of the 22nd Congress of the Party Organisation of Ninh Binh province for the 2020-2025 tenure set a goal of "Gradually improving synchronic infrastructure, building a modern urban system". To realise the resolution, numerous projects in the transport sector have been carried out by Ninh Binh in an attempt to build a synchronic infrastructure system with the target of boosting regional and inter-regional connectivity, thus creating momentum for the province's social-economic development.
